Items to watch from upcoming municipal council meetings across Huron County – June 1 to 5, 2026

The Huron Chamber of Commerce has introduced a weekly scan of municipal council agendas across Huron County to help members and local businesses keep an eye on items that may affect business, development, infrastructure, downtowns, tourism, workforce, and community services. Each Friday, we share selected items of interest from council agendas for the week ahead.

This is not intended to be a full analysis of every agenda item, nor a statement of Chamber positions. It is a practical “things to watch” list, highlighting items that may be worth following, attending, or reviewing in more detail as they move through local council processes. Some municipal agendas may not be included in a given week if they do not contain items that appear to have a clear connection to the Chamber community. If there is something you think we missed, let us know.

In this edition:

Township of Ashfield-Colborne-Wawanosh

Meeting: June 2, 2026, 9:00 a.m.

Item 5.1: Huron County Immigration Partnership, Mark Nonkes
Council will receive a delegation from Mark Nonkes, Local Immigration Partnership Manager with the County of Huron. The presentation is expected to cover immigration and temporary migrants in Huron County, challenges faced by immigrants, the ACW-focused “Finding Home” resource, the structure and services of the Huron County Immigration Partnership, and upcoming events.

Item 7.1: Planning Report
Council will receive a monthly planning report on delegated consent applications approved in April and May 2026. The report lists undisputed consent applications, including surplus farm severances and an easement related to farm access. These items provide a routine update on rural land use, agricultural property changes, and planning activity handled through delegated authority.

Item 16.4: Economic Development Committee, Minutes of March 30, 2026
Council will receive the March 30 minutes of the Economic Development Committee. The minutes note ongoing work on the Community Improvement Plan, discussion of funding for economic development projects, and further review of the Kingsbridge Mentoring Program in relation to MacKay Centre initiatives in Dungannon.

Municipality of Bluewater

Meeting: June 1, 2026, 6:30 p.m.

Item 6.1: STR Location Limits and Municipal Act Compliance, Tyler Bartelen
Council will consider correspondence asking for direction on location limits in Bluewater’s Short-Term Rental Licensing By-law. The request asks Council either to remove the abutting-property restriction and 15 percent street cap, or obtain an independent municipal-law opinion confirming that those location-based licence refusals are authorized under the Municipal Act.

Municipality of Central Huron

Meeting: June 1, 2026, 5:00 p.m.

Item 4.1: Stiletto Consulting, Feasibility Analysis and Strategic Framework and Implementation Plan, Former Bluewater Youth Centre Property
Council will receive a delegation on the feasibility analysis and strategic framework for the former Bluewater Youth Centre property. The materials propose a Central Huron Innovation Hub focused on workforce development, entrepreneurship, applied learning, and regional collaboration, with a longer-term Innovation District concept tied to the former BYC lands and surrounding regional assets.

Item 5.1: Zoning By-law Amendment Z02-2026, Bosma Farms Ltd. and Sustainable Ag Limited
Council will hold a public meeting for a zoning amendment related to properties on Hullett-McKillop Road and London Road. The application proposes to permit an agri-tourism farm vacation suite where the owner lives on a nearby farm within 10 kilometres, rather than on the same property as required under the current zoning by-law.

Item 9.2.1: ICI Direction to Bluewater Recycling Association
Council will consider how Central Huron should handle Industrial, Commercial, and Institutional recycling service following Ontario’s shift to producer responsibility for residential blue box recycling. Staff recommend cost recovery through user fees for applicable ICI properties, with the service becoming mandatory for those properties and the direction taking effect January 1, 2027.

Item 9.2.2: Bring-Your-Own Event Designation, Legislative Update and Policy Direction
Council will consider whether Central Huron should participate in Ontario’s expanded Bring-Your-Own event designation framework. The report explains that municipalities may choose whether to designate community or cultural events for BYO alcohol permits. Council may either decline to participate at this time or direct staff to prepare a BYO Event Designation Policy.

Township of North Huron

Meeting: June 1, 2026, 6:00 p.m.

Item 9.3: By-law No. 43-2026, Lease Agreement with AMDSB for Before and After School Program
Council will consider a by-law authorizing a lease agreement with the Avon Maitland District School Board for space at Maitland River Elementary School in Wingham. The lease would support the Township’s Before and After School Program for the 2026/2027 school year.

Municipality of South Huron

Meeting: June 1, 2026, 6:00 p.m.

Item 6.1: Huron Shores Area Transit, 2025 Annual Report
Council will receive the 2025 Annual Report from Huron Shores Area Transit. The presentation notes that five-year funding has been secured, 2025 ridership reached 21,028 boardings, and farebox recovery was 14.7 percent. It also outlines route changes, fare changes, bus stop improvements, advertising revenue considerations, and 2026 priorities.

Item 10.4.1: Memorandum of Understanding, United Way Perth-Huron
Council will consider a staff report recommending approval of a Memorandum of Understanding with United Way Perth-Huron. The report is listed under General Government Services and, if approved, the by-law would return for the required readings at a later meeting.

Item 10.4.2: Municipality and BIA Consultation and Engagement Procedure
Council will consider a proposed consultation and engagement procedure between the Municipality and the Exeter Business Improvement Area for approved Connecting Link projects. The procedure is intended to create a clear process for communication, review, and follow-up on construction-related matters involving the downtown business area.

Item 15.2: Maureen Cole, Correspondence, Development Charges May 25
Council will receive correspondence regarding South Huron’s Development Charges process. The correspondence raises questions about growth assumptions, affordable housing, fire infrastructure, wastewater planning, recreation capital, and the timing of the by-law. It also asks for clearer communication on development charge exemptions and reductions that may apply to affordable, attainable, non-profit, and rental housing.
